Licensing Procedures

Licensing procedures for investment projects in Solar Parks.

Important Note: The following procedure refers to Solar Parks over 150 kW

1st STAGE

  • REQUEST LICENCE FOR PRODUCING POWER

Application Submission Cycle at RAE: Applications for permits are submitted to RAE every two months from the first until the tenth day of the month.

The investor shall submit to the RAE:

  • Request for authorization for electricity generation
  • Preliminary Environmental Impact Assessment (PEI)

RAE after the first positive assessment of the project, promotes PEI to the responsible authority for environmental licensing. The responsible authority for environmental licensing obtains all necessary approvals and opinions from the relevant authorities to issue and send the decision to RAE approval / rejection of the PEI.

RAE submit its opinion to the Minister of Environment, Energy and Climate Change, following the positive opinion of the environmental authority for the PEI.

Waiting time for a Production License: RAE, following the adoption of the opinion of the environmental licensing authority within four (4) months from the date the file is complete, send its opinion to the Minister of Development.

The decision to grant the production license issued by the Minister of Environment, Energy and Climate Change within 15 days from the date of the opinion of RAE.

The license applies power for 25 years and can be extended for additional 25 years.

* PROCEDURE DRAFTING SUPPLY STATION IN CONNECTION SYSTEM OR NETWORK

The licensee shall provide the competent Production Manager (TSO or PPC), a request for an association of power supply, which includes a description of how you connect the power station and the estimated timeframe for connection.

The Connection Offer is valid for two (2) years and may be renewed by the relevant Manager.

 

  • APPROVAL OF INTERVENTION

 

The local Forest Service issued decision approving intervention on public land, which is incorporated in decisions approving environmental conditions (EPO).

 

  • APPROVAL OF ENVIRONMENTAL CONDITIONS (EPO)

 

Following the adoption of a production license, the wording of the terms connection or network system, the investor applies for approval of environmental conditions.

The application submitted to the House District / Division of Environment and Spatial Planning (DIPECHO). The EPO decision is issued by the Secretary General's home region.

Waiting time for a EPO: The EPO issued a decision within 60 working days of submitting the application, if the file is complete.

 

  • CONTRACT ASSOCIATION WITH THE SYSTEM OR NETWORK

 

The investor submits an application to the prisoner to link the project to the system under the conditions, the System says the connection offer.

Waiting time for connection of the project: Within 45 working days from the date of application for connection of the project.

2nd STAGE

 

  • SITE LICENSE

 

The investor shall submit a license application installation within the home region. After the process of collecting the necessary advice and approvals from the authorities, the Secretary General of the Region issuing the permit Installation project.

Standby for a License Installation: Within strict time limit of fifteen (15) days from receipt by the applicant of the application with the supporting establishment license is issued by decision of the Secretary-General's home region.

The site permit valid for 2 years with 2 years additional extension, provided that it has completed 50% of the project.

  • ELECTRICITY CONTRACTS

The contract signed between the investor and the TSO for the interconnected system or PPC for non-grid.

Waiting time for the signing of the contract: Within 15 working days from the application of the investor signed the contract with the administrator of the system or network.

The contract lasts 20 years.

3rd STAGE

 

  • OPERATING LICENSE

 

After completion of project construction, Convention Connection and System Power Purchase Agreement, the investor applies for the issue of authorization to the Department of Planning and Development of the Region.

The Secretary General of the Region issuing the License.

Waiting time for adoption: The license is issued within a deadline of fifteen (15) days from the completion of these tests, if they prove positive.

The authorization is valid for 20 years, extending 20 years more.
